The page lists the finalized deliverables of the projects, which links to view or download in cases of public available reports. Please note that some of the deliverables are drafts and will be updated at a later stage. There are also some short comments where the project team was able to deliver ahead of time. The co-ordinator would thank all contributors to deliver on or even before time, their efforts to provide deliverables of a high quality and develop them in a co-operative manner with the whole project team. In some cases, draft versions of deliverables are in a review and further refinement process, and not yet released to the public, even if their release date according to the DOW has passed. That is a normal and necessary element in research projects, and does not threaten the succces of CAPRI-RD.

Workpackage 1: Integration and Management

The kick-off meeting (deliverable 1.1) took place in Bonn March 26-27 2009, preceeded by a three-day CAPRI training session.

D3.1.3 Interfaces to RD measures implemented in CAPRI: In the regional supply models, the agri-environmental payments were mapped to the less extensive production activities. LFA payments inside the regions were modified by farm type and paid of subsidies to land. The Natura 2000 payments are also interpreted as a subsidy to extensive agriculture. The remaining measures are included in the regional CGE, see D3.2.4 and D3.2.5.

A draft version of D3.1.4 Report on iterative link between CAPRI and regional CGEs"by Torbjörn Jansson, Wolfgang Britz and Hannu Törmä was prepared in May-September 2009. The finalization is foreseen once the CGEs are fully operationl in spring 2012.

Deliverables related to improvement in CAPRI supply models

Regarding D3.3.5 Improved methodology to model farm payment scheme and implementation in gams code, the way the so-called single farm payment scheme is integrated in CAPRI was improved in many respect. The most important one is the explicit and endogenous reflection of the the so-called entitlement in connection with land supply curve. But equally, important details such as the integration of article 68 could be resolved. Currently, a thorough technical and methodological documentation of the premium module of CAPRI is in preparation.

Thanks to the existance of RegFin, first tests for an iterative linkage between CAPRI and the regional CGEs had already been conducted in summer 2009 well ahead of time (scheduled to be documented in Month 24 and implemented in Month 36). Equally, a first implementation of Pillar II measures in CAPRI had been realized in winter 2009, again well before Month 24, the date foreseen.

Workpackage 4: Baseline

The CAPRI baseline 2009/2010 (Del D4.4), now covering the year 2020, was released. Preliminary results were already released in autumn 2009. The methodology for the baseline is revised as new external forecasts are integrated and a new format of the FAO international data base became available. Equally, the recent reforms of the CAP described under the heading "Health Check" had been integrated, and a first set of Pillar II instruments (Least Favourite Area Payments, Natura 2000 payments, Agri-Environmental Measures) are now covered in a prototype manner in CAPRI's supply module.

The CAPRI baseline 2010/2011 (Del D4.5), covering the year 2020, was released. It was the basis for the results analyzed during the training session 2010 in Cheltenham.

The CAPRI baseline 2011/2012 (Del D4.6), covering the year 2020, was released. It was the basis for the results analyzed during the training session 2011 in Braunschweig. It comprises many changes to incorporate the OECD/FAO/DG-AGRI baseline following a massive re-factoring of the FAP/OECD AGLINK-COSIMO model and the new regional break-down of the market model of CAPRI. The latest CAP reforms are now fully integrated in the baseline.

Workpackage 6: Policy Impact Assessment

The first scenario impact analysis (Del 6.1) was prepared, and a report sent to DG-AGRI. It is not yet decided if the results and scenario definitions will be released to the public.

The second scenario impact analysis (D 6.2), related to the CAP reform proposal post 2013 and dealing with more uniform single farm payments, was conducted and send to DG-AGRI in Spring 2011.

The third scenario impact analysis (D 6.3), related to the legal proposal for the CAP post 2013, is currently under preparation and will be sent to DG-AGRI in spring 2012.

Assessing the quality of results

When the proposal was developped, it was forseen to use large-scale grid computing as part of a package of assessing the quality of results achieved. Despite some promising pre-tests which provided the basis to propose that methodology in the project proposal, it turned out to be computationally too demanding to be applied for real-world applications. Instead, a mix of different approaches was integrated in CAPRI to improve result assessment:

Workpackage 7: IT

Good practise guide for GAMS development in CAPRI-RD, CAPRI-RD Deliverable 7.1, 2010

Most first steps for the implementation of the guidelines laid down by the good practise guide are already underaken. Given the thousands of code line in CAPRI that is a tediouls exercise, foressen to be finalized after month 24. Equally, the Graphical User Interface (GUI) of CAPRI is continously improved (final stage foreseen in Month 48) - a scenario editor was added in autumn 2009 and new mapping abilities added.

In spring 2011, a new CAPRI repository under a software versioning system was released which comprised to a large extent code refactored according to the now so-called "CAPRI red book" (D7.2. Refactoring of GAMS code according to good practise guide). However, there are still some dark corner of old code, mostly dealing with data transformations, where the code guidelines are not yet fully implemented.

Several new, improved versions of the CAPRI GUI (deliverable D7.3) were released during the project's lifetime already. They comprise, inter alia:

  • The integration of a machine learning package
  • The integration of an expression evaluator
  • Possibility to update the underlying installation via SVN
  • The possibility to generate automatically a HTML based documentation of the underlying GAMS code
